Appointment of Tsen as Viceroy of Canton. Your

telegram No.59 of June 5th.

I think that protest is inadvisable though I

agree that appointment of Tsen is likely to be at-

tended by results anticipated by the Hongkong Govern-

ment.

Protest would have little chance of success un-

less backed by threat of force and abortive inter-

ference would only make an enemy of Tsen.

His state of health is moreover bad and it is

just possible that he may not go to Canton for this

reason.
